BAO-DI is located between Beijing and Tianjin, about a 40- 50 minute driving distance from either city. It is an administrative district of Tianjin and is considered the “back garden” of Beijing. In its center, there is an 800-meter by 800-meter old town with landmarks and relics that date back to the Liao dynasty, which is from Year 900AD to 1125AD. The town walls and defensive moats have been lost, but traces remain, just like old streets and alleys are still vividly legible. SAAN was hired by the District government to provide a preservation master plan for its old town.

The challenges are not only the safeguarding of BAO-DI’s historical heritage but also the revival of its economy and bringing new life to the old town. Our project team spent weeks walking and studying every corner of the old town. The resulting planning proposal is detailed blueprints and visionary guidelines for the revival development of BAO-DI’s old town.

Adaptation, enhancement, and transformation over time are the strategy for preservation. Any major demolition of buildings or streets is prohibited to protect the fabric of the town. Changes are to happen gradually, selectively, and smartly.

The future of BAO-DI is a tourist destination, a historical and modern town with a vibrant economy, distinct culture, and sophisticated flavor.
