Teamed up with the Shanghai-based YTO Express Logistics Group, SAAN has prepared a preliminary project proposal for a major international intermodal logistics district in Xi-an. This proposal was submitted to the provincial government and is currently under review by a team of experts.
This project proposal was based on the concept of promoting inclusive and sustainable economic development through multimodal and intermodal logistics and gateway trading. The selected site is in the northwestern part of Xi-an, using existing railway lines that are already connected to the Sino-Euro Rail network, and converting an existing military airport into a cargo airport. This multimodal mega hub will have seamless interchange amongst rail, road, and runway. It will have the capability to reach all continents by various transportation modes.

The proposal specified four types of land parcels based on their proximity to the airport and railway stations. These parcels shall be reserved for the logistics district, in addition to the air cargo hub and intermodal hub. The total land area for this project is set to be about 50.92 square kilometers.
